Urban planning competition
Kharkov, Ukraine
2003





We were invited to participate in a competition to promote an urban renewal plan for the city of Kharkov, an industrial enclave of one and a half million population in northern Ukraine. Our intervention focused in a downtown block facing the main city’s thoroughfare, Sumskaya, and the main city park and the opera building.
We followed a very concrete and pragmatic approach for our proposal:
  • 1-we landmarked the existing buildings that are to be restored and protected.
  • 2-we created a zoning ordinance to strengthen the existing mixed-use character of the area. It allowed for commercial, residential, and institutional-educational use.
  • 3- We clarified the lots’ property lines and we proposed open space, set back, and height regulations that would address the problem of natural light, ventilation, and scale in relation to the street and to the park or square.
